Minutes of Meeting and Wednesday, January 7, 2009
Town Hall Hearing Room, 7:00 p.m.
Present: R. Dennis O’Connell, Chairman; Griswold Draz, Gerald Parent, Alfred Pickard, David Rowell
Absent: Barbara E. Gray, Ronald Harper
Chairman O’Connell called the meeting to order at 7:00 p.m.
Rules & Regulations
O’Connell said the Rules & Regulations were ready to be published on the Town website and the advertisement be placed for a February 4, 2009 public hearing.
Parent moved to go forward with the hearing on Rules & Regulations. Draz seconded, and the motion carried 5-0.
Zoning Bylaws
The lot coverage bylaw is the Planning Board’s proposal without the Seashore District. The Board will advertise an informational public meeting for the general public. The Board considered: keeping provisions for Affordable Accessory Dwelling Units, using site coverage, deferring Site Plan Review, adding Town districts, creating a waterfront Overlay District, publishing Article A only. Pickard moved to advertise that the Saturday, January 31, 2009 at 11 a.m. meeting is for discussion of Article A. Parent seconded, and the motion carried 5-0.
Preparation of Article D, the Temporary Sign Bylaw, was postponed for a future meeting, but the Board discussed the additional provisions for off-premise signs.
Mail
O’Connell noted the invitation to attend the Selectmen’s meeting to discuss revision of the policy on taping of meetings.
Minutes of 12/17/08
Pickard moved to approve the minutes of December 17, 2008. Draz seconded, and the motion carried 4-0.
Other Business
Pickard discussed setback problems for Ocean View Drive homes that are in danger of going over the cliff.
Adjournment
Pickard moved to adjourn. Parent seconded and the motion carried 5-0. The meeting was adjourned at 8:30 p.m.
